Social justice can be considered as one of the most basic principles of the social system, which, despite the various definitions provided by social and political philosophers and scholars about the authenticity of it, there is not in doubt in it . On the other hand, privatization refers to a pervasive and diverse term that refers to the assignment of operational or financial control of institutions in the state ownership to the private sector. the point with privatization in this area the government's support will be diminished, so it is always feared that capitalists and employers have taken steps to undermine social justice, in line with their main goal of earning more profit, in the relations between the worker and the employer Method: This article, by using methods such as content analysis and library research, tries to collect the required data, and then, in light of the theoretical point of view, we arrive at the correct reasoning and inference. Social Security reflects the commitment and responsibility of states towards the provision of social and economic security of all of the members of a given society. Social Security of Iran, as one of the main authorities in this field, covers a vast proportion of the country’s population and this makes the issue of satisfaction and performance evaluation regarding this organization a crucial task. The present paper aims to study the satisfaction of social security organization’s pensioners and their attitudes towards this organization. Data gathered through a survey undertaken in 1396 (2017) were analyzed. The sample included 400 pensioners in 9 provinces which were interviewed through telephone interviews. Results show that satisfaction with cultural services as well as not-in-person services provided by agents are low while satisfaction with the behavior of the organization’s staff as well as medical services is high. Pensioners show low level of satisfaction with retirement regulations. There is a positive relationship between satisfaction with services of social security organization and positive attitude toward this organization. However, the organization must improve its information services and revise some of its services to increase satisfaction.

Abstract This paper deals with the evaluation of sickness benefit in Iran and it has used documentary and interview methods. The results show that despite the increase in the insured ratio, the ratio of issued documents for sick pay has declined from 1390(2011) to 1395 (2016). Concerning gender, the proportion of women who have used sick pay services is less than insured women (unlike men), but in the recent years, the ratio of women who used the benefits have been higher than the proportion of insured women. 40-45-year-old insured persons are the healthiest age group because the ratio of sick paid persons in this age group is lower than that of the insured. In addition, the paid amount is less than the poverty line and is around one-third of monthly urban household expenditure. According to the interviews, the most important challenge of this kind of services can be categorized into three categories that each of them include some sub-category as bellow: institutional and organizational challenges (prolongation the documents processing; users incognizant of regulation; registration errors; problems related to inquireing about the status of insured persons; insufficient branches and personnel who deal with these services); the problems arising from the employers’ performance (error in lists which are sent by employers; dismissal possibility of insured persons; the difficulty of getting a leave to track the file); the influence of these services in users life (economics difficulty related to delays in payments). Keywords: Sickness benefit, sufficiency, challenges related to the sickness benefits

Loyalty and customer loyalty is one of the major challenges of companies and institutions that provide services and goods to their customers. The social security organization has faced the challenge in recent years in the issue of loyalty of its insured individuals to continue insurance. In this research, information and important indicators of 21407 people were extracted from 27 databases of this organization. Then, using the NSGA-II algorithm, seven important characteristics with the least degree of classification error were selected. In the first step, the classification of data with multi-layer neural network was performed on existing data using 27 characteristics and the classification accuracy was 97.6%. After selection of the best class that was neural network, classification operation with neural network was performed on the same data and in the form of 7 characteristics and accuracy of 96.8%. At the selection stage, the best stratified strain was used to perform the required predictions from three multi-layer neural network algorithms, backup vector machine (SVM) and KNN algorithm. Finally, the multilayer neural network had the best degree of accuracy with a 96.8% got. Then, for the neural network, the training was carried out using 7 characteristics related to the data of years 1367 to 1395. The trained neural network was used to predict loyalty and customer rejection of 1396 and 1397, with 8364 records. Finally, it was concluded that considering all probabilities, about 27.65% of the insured persons who were born in 1396 and 1397 would be categorized in a reversal class.

The conflict of structural interests in the health system means the situation that one institution has different duties and its subordinate aims are in conflict with its original aim. This conflict can greatly increase the cost of the health system and reduce its effectiveness significantly. Therefore, it is important to consider it. A conflict of interest can be created in financial or non-financial aspects. In this paper the financial aspect has been considered. According to the theoretical foundations, in the health system there are two types of conflicts of interest: 1) regulation system organization, simultaneously provide health services; and 2) financial provider, simultaneously provide health services. In the health system of Iran, the roles of the system regulation, the financial provider and the service provider are not well-defined. The Ministry of Health works on all three of these functions; the Social Security organization also operates in two areas: financial provider and service provider. The private sector is also a service provider. According to the article, there is a conflict of interest both in the duties of the Ministry of Health and in the duties of the Social Security Organization. A further study showed that there was no conflict of interest in the social security organization's duties, but there are in the Ministry of Health. The findings showed that Iran's health system is suffering from the first-mentioned type of structural conflict of interest. The solution that can be proposed is to separate the providing duty from the Ministry of Health.

SOCIAL SECURITY AND TOTAL REPLACEMENT RATES IN DISABILITY AND RETIREMENT

Social Security provides higher replacement rates to disability insurance beneficiaries than retired beneficiaries. This fact reflects two factors: 1) Disability Insurance (SSDI) beneficiaries have lower career earnings, and Social Security benefits are progressive; and 2) SSDI benefits are not reduced for claiming early. This project uses the 1992-2010 waves of the Health and Retirement Study (HRS) linked to Social Security Administration earnings records to decompose the differences between the Social Security replacement rates for retired worker and SSDI beneficiaries into these two factors. The project also examines how the total replacement rate – which accounts for other sources of income in addition to Social Security – differs between retirees and SSDI beneficiaries to capture the difference in overall retirement security between the two groups. The results indicate that about half of the 10-percentage-point advantage in Social Security replacement rates for SSDI beneficiaries is due to the actuarial adjustment applied to retirement benefits, implying that career earnings are not that different between retired workers and SSDI beneficiaries. But total replacement rates are substantially lower for SSDI beneficiaries, which indicates that, despite Social Security’s vital role in providing a reliable income source, SSDI beneficiaries have much lower post-career well-being than retired workers.
