Significant changes in population structure and lifestyle affect this issue, but performance of social security organizations also directly affects the amount of protection they can provide to their members. This means that the issue is debatable both from the perspective of social security organizations and people. In public opinion, the welfare and ability of social security organizations to provide the desired level of welfare is significant. But from the point of view of social security organizations, technical and financial discussions about providing services are the main issue. Research in this area shows serious financial problems and instability of social security organizations' pension funds. Hence, social security organizations need fundamental reforms in their current process. Method: Many experts in this field have suggested parametric reforms (such as changing the retirement age and increasing the minimum number of years of service) as a desirable way to improve the social security situation. In addition to parametric reforms, many countries have made major structural changes to their ongoing plan”multilayer” systems. In such a structure, a supplementary pension system is usually proposed to increase the level of social protection of individuals. Due to the importance of this issue and informing the organizations active in the field of social insurance, the present study concentrates on a comparative overview of the supplementary pension systems of France, Turkey, Denmark, Chile and Romania. For this purpose, the place and type of supplementary pension plan is determined firstly, and then the performance of these plans is examined in each country. Findings and Results: The achievements of the products were examined by finding the average income of people over 65 years of age and the influence of social insurance. JEL Classification: G52,H55,J26}, title_fa = {بررسی مقایسه‌‎ای مستمری بازنشستگی تکمیلی در چند کشور منتخب}, abstract_fa = {هدف: توجه به موضوع رفاه اجتماعی در کشورهای مختلف سابقه‌ای بیش از چند دهه دارد؛ اما سازمان‎‌‌های تأمین اجتماعی به‌عنوان زیرساخت اصلی رفاه اجتماعی همچنان نتوانسته‌اند پاسخ‌گوی نیازهای عامۀ مردم باشند. تغییرات قابل‌توجهی که در ساختار جمعیت و سبک زندگی رخ داده است بر این موضوع تاثیرگذار است؛ اما عملکرد سازمان‌های تأمین اجتماعی نیز به‌صورت مستقیم بر میزان حفاظتی که می‌توانند برای اعضای خود فراهم آورند مؤثر است. این بدان معناست که مسئله هم از دیدگاه سازمان‌های تأمین اجتماعی و هم از دیدگاه مردم قابل بحث است. در دیدگاه مردمی برخورداری از رفاه و توانایی سازمان‌های تأمین اجتماعی برای فراهم‌کردن سطح رفاه موردنظر قابل‌توجه است. اما در دیدگاه سازمان‌های تأمین اجتماعی بحث‌های فنی و مالی برای ارائۀ خدمات مسئلۀ اصلی است. پژوهش‌های این حوزه نشان از مشکلات مالی جدی و ناپایداری صندوق‌های بازنشستگی سازمان‌‎های تأمین اجتماعی دارد. ازاین‌رو سازمان‌های تأمین اجتماعی ناگزیر از اصلاحات اساسی در روند فعلی خود هستند. روش: بسیاری از کارشناسان و صاحب‌نظران این حوزه اصلاحات پارامتریک (مانند تغییر در سن بازنشستگی و افزایش حداقل سنوات خدمت) را به‌عنوان راهکار مطلوبی برای بهبود وضعیت تأمین اجتماعی پیشنهاد داده‌اند. علاوه بر پیگیری اصلاحات پارامتریک، بسیاری از کشورها تغییرات ساختاری عمده‎ای را در طرح‌های مستمری خود اعمال کرده‌‎اند. این تغییرات ساختاری به‌صورت انتقال از سیستم‌های «تک‌لایه» به سیستم‌‎های «چندلایه» بوده است. در چنین ساختاری معمولاً سیستم بازنشستگی تکمیلی برای افزایش سطح حفاظت اجتماعی افراد پیشنهاد می‌شود. بنا به اهمیت این موضوع و آگاه‌سازی سازمان‌های فعال در زمینۀ بیمه‌های اجتماعی در زمینۀ طراحی چنین محصولی، در مطالعۀ حاضر مروری مقایسه‌‎ای بر سیستم بازنشستگی تکمیلی کشورهای فرانسه، ترکیه، دانمارک، شیلی و رومانی ارائه شده است. برای این منظور ابتدا جایگاه و نوع طرح بازنشستگی تکمیلی مشخص شده است و سپس نحوۀ عملکرد این طرح‌ها در هر کشور بررسی شده است. یافته‎ها و نتایج: دستاوردهای اجرای این طرح‌ها با بررسی متوسط درآمد افراد بالای ۶۵ سال و نفوذ بیمه‌های اجتماعی مورد بررسی قرار گرفت. در نهایت با مقایسۀ کشورهای مختلف به نظر می‎رسد سیستم فرانسه از بقیۀ سیستم‌‎ها موفق‌تر عمل کرده است. }, keywords_fa = {بیمه,بازنشستگی,مستمری بازنشستگی تکمیلی,سیستم‎های بازنشستگی چندلایه,اصلاحات ساختاری}, url = {https://qjo.ssor.ir/article_157715.html}, eprint = {https://qjo.ssor.ir/article_157715_c280b26c4f012e386923ae36e467a397.pdf} }
