		<Abstract>Promotion and protection of human rights: human rights questions, including alternative approaches for improving the effective enjoyment of human rights and fundamental freedoms&lt;br /&gt; &quot;Extreme poverty and human rights&quot;&lt;br /&gt; UN Report&lt;br /&gt; &lt;br /&gt; Privatization is generally presented as a technical solution for managing resources and reducing fiscal deficits, but in fact, it is an integral part of an economic and social philosophy of governance. Key international actors now promote it aggressively without regard to its human rights implications or consequences, while most human rights bodies have either ignored the phenomenon or assumed that tweaking existing procedures provides an adequate response. Yet privatization often involves the systematic elimination of human rights protections and further marginalization of the interests of low-income earners and those living in poverty. Existing human rights accountability mechanisms are clearly inadequate for dealing with the challenges presented by large-scale and widespread privatization. Human rights proponents need to fundamentally reconsider their approach.</Abstract>
			<OtherAbstract Language="FA">خصوصی‌سازی عموماً به‌ مثابۀ راه‌ حلی فنی برای مدیریت منابع و کاهش کسری‌های مالی معرفی می‌شود، اما در واقع، بخش اصلی فلسفۀ اقتصادی و اجتماعی حکومت محسوب می‌شود. امروز بازیگران اصلی عرصۀ بین‌ المللی جسورانه و بدون توجه به تبعات یا پیامدهای حقوق بشری خصوصی‌سازی از آن حمایت می‌کنند، در حالی ‌که بیشتر گروه‌های حقوق بشری یا این پدیده را نادیده گرفته‌اند یا تغییر جزئی در رویه‌های موجود را واکنش مناسب به آن پنداشته‌اند، اما خصوصی‌سازی اغلب با حذف نظام‌مند حمایت‌های حقوق بشری و به حاشیه رانده شدن بیشتر منافع نان‌آوران کم‌درآمد و فقرا توأم است. بدیهی است که سازوکارهای پاسخ‌گویی فعلی حقوق بشر برای مقابله با چالش‌های ناشی از خصوصی‌سازی گسترده و فراگیر کفایت نمی‌کند. لازم است که حامیان حقوق بشر تجدید نظر اساسی در نگرش‌های خود داشته باشند.</OtherAbstract>
