Study the early retirement status of the disabled in Iran

Abstract

Objective: With regard to the notification of general policies of social security by the Supreme Leader Ayatollah Khamenei in the implementation of paragraph one of Article 110 of the Constitution and paragraph 5 thereof regarding the layering of relief, protection and insurance matters and the leveling of services with the active approach of the government based on scope and merit, we investigated the early retirement status of disabled people in Iran. Disability is a problem that is imposed on a person outside of his will and is the result of congenital or environmental disorders and disabilities in physical or mental abilities and has caused the lack or reduction of equal opportunities, reduction of independence and deprivation in material and spiritual life for these people.
Method: In this research, qualitative research method and interview tools and library studies were used to collect data.
Findings and conclusion: The Early Retirement Law for the Disabled is implemented for the public and non-governmental public sector, but it cannot be included for the private sector, so in order to prevent double erosion of the physical and mental strength of people with disabilities, especially severe and very severe disabilities with working history and any complications caused from the primary disability and the emergence of secondary disabilities. There is a need to amend the law and predict the financial burden for the country's social security organization, according to Article 75 of the Constitution and Article 71 of the Law on Permanent Decrees of the Country's Development Programs.
