Requirement of social security attachment for macro programs

Abstract

The issue of "assessing the social and cultural effects of plans and projects" was raised in Iran in the recent years. This Assessing is especially necessary for those plans and bills whose scope is at the national level, such as plans carried out by ministries and large organizations.
In the first clause of the general policies of the Fifth Five-Year Development plan of the Islamic Republic of Iran approved on 1389/10/15, promuglated by the supreme leader of the Islamic  Revolution, and also in Article (2) of the law of the Fifth Five-Year Development plan of the Islamic Republic of Iran, and in Clause (9) of the declared  policies of this year, The preparation of social and cultural annexes for important and new projects was emphasized and approved.
The Supreme Council of Cultural Revolution also approved and notified the code of the "Cultural Attachment for important and large-scale projects of the country on the 1392/1/21. Therefore, it is mandatory to have a social attachment for all plans and marcro programs in the country. According to this, all projects and plans of the social security organization must be accompanied by an Attachment from the beginning so that the effects of this plan and policies on the beneficiaries of this area, including people, funds and other components of the social security system, will be determined.
Method: The purpose of this study; is Identifying the types of possible consequences and corrective measures appropriate to the nature of the effects of actions, programs and policies before or during implementation. this research is the result of Using a descriptive-analytical method and collecting information by library studies regarding the social impact assessment
Result: Since the social security organization has construction, treatment, supportive, insurance and corporate governance programs, accurate measurement of the social effects of programs and policies on the target community requires an assessment of the social and cultural effects of the projects before carrying out or re-examining the programs, in order to reduce the negative Social and cultural effects. Their social and cultural focus is on the target society. Carrying out such studies can be a  great help in creating a discourse in the field of identification and the importance of evaluating the social and cultural impact of projects, etc., in order to reduce possible consequences, adjust or modify decisions and macro policies in the field of social security.
