Desirable future of trends in the organizational and executive mechanisms of the Social Security Organization

Abstract

Purpose: The purpose of this study is to develop the desired scenario in the executive and structural mechanisms of a social organization, which has been determined for future research and by examining the 30-year trend of this organization.
Method: This research is practical in terms of developmental purpose and in terms of typology, it is one of the ones obtained in qualitative researches in the inductive comparative paradigm. In order to analyze the data, using the scenario method, using the key research methods previously conducted by the studies and semi-structured interviews with 5 experts in the social field, and reviewing the data of at least the last 30 years, the social organization was identified and carried out in a method. Deductive analysis were integrated, evaluated in terms of uncertainty. The validity and reliability interview has been repeated and checked several times with the relative validity method, respectively. Also, in order to better understand the scenario, the desired scenario is drawn in Vensim software.
Findings: The two key uncertainties are social insurance coverage and quality improvement and structural reform for individuals, for which four scenarios were obtained. Optimistic and favorable scenario consists of four circles affected by economic growth, transformations, investment and creation of structure between resources and expenses, regulation of social service market and compensation of its deficiencies by the government.
Conclusion: Based on the desired scenario of the research, some suggested strategies are presented, which include: creating basic income security through the average real income amount with Rial value of goods and services, national poverty line, income threshold for social assistance or other thresholds. Similar to doing and going through the legal path, creating public benefits plans for social support, considering appropriate incentives for entrepreneurship and knowledge-based companies and other strategies.
