Providing a Model of Professional Ethics in the Social Security Organization (Presenting a Foundation Data Theory)

Abstract
Purpose The purpose of this research is to design a paradigm model of "professional ethics in the headquarters of the Social Security Organization".
Method: The research method in the present study is qualitative and using the systematic approach of Strauss and Corbin Granded theory. Data collection was done using the semi-structured interview method, within the time limit of 1402-1403, using targeted sampling and based on the theoretical saturation index. Based on this, a number of twelve organizational experts were interviewed as a sample of the research community, and the codes obtained from the text of the propositions were calculated using the Collaizi methodology and based on the Foundation's data method.  The validity of the research was tested according to the combination of the views of Strauss, Corbin and Glaser, as well as Danaeifard (1391) and reliability through the stability index and repeatability index.
Findings: Based on the research method, the paradigmatic model of professional ethics was identified along with the relevant components in the social security organization. The stability index was equal to 89% through the retesting process, which confirmed the coding process. The reproducibility index (two-coder) was also obtained through Cohen's kappa coefficient equal to 80.38%, which indicated "strong/valid agreement". 
Conclusion: The theoretical narrative of this research based on the statistical paradigm model was expressed as follows: "The social security organization can ensure structural growth by establishing an ethical human resources management system and under the influence of three necessary and sufficient conditions of support in resolving work-family conflicts. The organization should cultivate the individual-organizational moral characteristics of the members, and by removing the organizational-social obstacles of ethics through public satisfaction and branding capabilities, become the foundation for the provision of general social security policies.In such a way that its reflection will be displayed in the form of flourishing talents and moral dynamism of the members of the organization and responding to the environmental needs of the organization in ensuring the welfare and health of the society.
