Metasynthesis of studies of obstacles to the implementation of social welfare policies

Abstract
Purpose: The current research aims to identify the obstacles to the implementation of social welfare policies in Iran by using the findings from previous researches, which can be generalized and more applicable for future researches. In this research, by combining and comparing the results of
Method: The research method based on purpose, practical and qualitative in terms of implementation (meta-composition) and using the seven-step model of Sandolovski and Barroso (2007). With meta-combination method, 72 related researches in this field were searched from the databases of Google Scholar, Scopus, … for Latin articles and for the Persian articles the academic databases such as SID, Noor and magiran was searched.
Findings: It showed that among the extracted indicators, the role of executives is the most effective, role of laws and regulations and executive instructions, administrative bureaucracy and the role of individual interests and government inefficiency.
By identifying the main dimensions of social welfare policies and the extracted indicators, this research helps executives and policymakers in the field of social welfare in the Program and Budget Organization, the Social Security Organization and the Islamic Council to pay attention to the influential factors in making decisions in this area. And any decision should be made considering the relevant factors.
Conclusion: This research showed that the effective dimensions of social welfare are divided into 5 dimensions: macro environmental and international; The nature, structure and process and communication in the policy; the nature of the policy; The dimensions related to the implementers of the policy and the tools and evaluation of the policy and consisting of 14 components and 40 criteria were extracted.
