The Pattern of Developing Social Security Culture Case study: Intercultural Relations between the Governance and Iranian Social Security Organization

Abstract

Introduction: Today, the crisis of pension funds has emerged as a super-economiccrisis in Iran. The crisis which is mostly caused by the political apathy of the governance as well as the lack of a social dialogue in this context.
Purpose: The purpose of this study is to offer a practical pattern to answer thisquestion: how to overcome theoretical poverty and despair dominated the insurance discourse through developing the social security culture.
Method: This is an applied research in terms of purpose and its research methodwas documentary study.
Findings: Based on research findings that were the result of applying severalconceptual frameworks, the success of social insurance policies based on social security specialized culture development can be explained in three layers: The government advocacy of the social security discourse fundamental factors; Understanding it correctly; Establishment of a discourse-based governance system. One of the seven important levels of this three-layer pattern is based on the formation of an insurance discourse-based from Edgar Schein’s cultural development model, Which has three sub-layers: a) Basic principles (such as the five principles of the social security system: reducing inequalities, improving human welfare, citizenship, income redistribution, strengthening social solidarity and 12 principles of the pension system); b) Values at three levels: socio-cultural (such as training and growth of the country’s manpower), political (such as political economy preferences) and economic (such as intergenerational and intercortical redistribution) with eight components; c) cultural activities (such as formation of targeted insurance discourse) with four components.
Conclusion: Based on the research findings, practical suggestions were presentedin various fields such as: Convergence; Transition from idea to common understanding discourse; Participatory organization; Ensuring sustainability; and Organizational learning.
In addition to the usual structure, an analysis of formation process ups and downs of the social security discourse in the post-constitutional, the first Pahlavi era, the second Pahlavi era, and the Islamic Republic era is also presented in this paper.
