Evaluation of Health Reform Plan (HRP) effects on macroeconomic variables

Abstract

 
Definition: The Health Reform Plan aimed at "financially protection" to people from health costs, improving quality and increasing access to health services, was implemented in government hospitals. Challenges arising from the implementation of the HRP require that independent studies be conducted on its aspects. The present study was conducted for this purpose.
Purpose: The main purpose of this research is “economic evaluation of the consequences of the HRP on macroeconomic variables”
Method: The research methodology is based on examining the effects and consequences of implementing the HRP on key macroeconomic variables using a social accounting matrix. For this purpose, first, the social accounting matrix of Iran's economy was designed for 2016 with emphasis on the health sector and then the effects of the plan on macroeconomic variables were simulated and the results were extracted.
Result: The results of the research show that economic growth of 3.7% in the total 5 years of plan implementation has been achieved. Also, the total employment created in the whole economy has been equal to 162,578 jobs. Of the total revenue generated among the healthcare sub-sectors, hospital services with 1.21 units have produced the highest increase in the income of the factors of production. The combination of income distribution between factors of production shows that urban households earned more than rural households.
