Designing a succession management system in the Social Security Organization (Case Study: Social Security Department of the West of Tehran)

Abstract

The purpose of this study was to design a succession management system in the social security organization‌. The statistical population of the study consisted of experts in social security affairs at the Department of the West of Tehran‌. Data were collected by a semi-structured interview and a researcher-made questionnaire. The validity of the questionnaire was verified by content validity and the reliability of the questionnaire was confirmed by Cronbach's alpha. Data analysis was performed using Expert Choices software and SPSS software, using Fuzzy AHP method and the theme analysis method. In this research, the model was first validated based on the Kim model and the important indicators were prioritized. The results of the analysis showed that the order of significance of the criteria was as follows: 1) the candidate's evaluation; 2) the determination of the policy and methods; 3) the development of the candidate; 4) assessment of the management system and planning of the succession. Then, using the theme analysis method, the content of the interviews was codified and to identify new concepts, criteria and sub-criteria, and using the Kim model factors, the proposed model was designed. This model consists of four main criteria of minimal conditions (with 7 sub-criteria), a candidate assessment (with 15 sub-criteria), a candidate development (with 8 sub-criteria), and a criterion of occupational and organizational characteristics (with 8 sub-criteria). The results indicated that the main responsibility for the implementation of the succession plan and its review is the responsibility of the Agency's Monitoring and Evaluation Office.
